
Dr. Kimberly Blosser is the fifth president of Laurel Ridge Community College and officially began serving in this capacity in February 2018. Prior to her presidency, Dr. Blosser served as the vice president of academic and student affairs at Laurel Ridge. Dr. Blosser is a passionate supporter of the comprehensive community college mission. She was the first in her family to attend college and the community college is where she found her focus; and like so many other students, the community college is where she learned the skills needed to be successful in higher education. Because of her own personal experience and witnessing first-hand the difference community colleges make in students’ lives, she has dedicated over 25 years to Virginia’s Community Colleges and affirms that higher education is where she will spend the rest of her professional career.
Throughout her time working in higher education, Dr. Blosser has served in numerous roles including as an adjunct faculty member; a full-time teaching faculty; program lead for the information systems technology program; an elected faculty senate chair; dean of math, physical sciences, and technology; chief information officer; associate vice president overseeing instruction programs; and vice president of academic and student affairs.
Statewide, Dr. Blosser serves on the GO Virginia Region 8 and 9 Councils and was selected nationally by the Aspen Institute as a member of the 2020-21 inaugural cohort of Aspen’s New Presidents Fellowship. Locally, Dr. Blosser serves on the board of trustees for the Winchester Medical Center Foundation, the Blue Ridge Area Food Bank, the United Way of the Northern Shenandoah Valley, and the Laurel Ridge Educational Foundation. She is a member of the Winchester Rotary Club, the Top of Virginia Regional Chamber, and the Luray-Page Chamber of Commerce.
Dr. Blosser is a graduate of Page County High School. She earned a bachelor’s degree in business administration and a master’s degree in education from Eastern Mennonite University in Harrisonburg, Virginia. She continued to earn a master’s degree in management information systems and a doctorate of education from Nova Southeastern University. Outside of her academic career, Dr. Blosser is proud to be the mother of two sons, Will (‘21 graduate of Laurel Ridge) and Luke (currently studying at Laurel Ridge).

A 14-member advisory board oversees the local affairs of the college. Board members represent the following localities: Clarke, Fauquier, Frederick, Page, Rappahannock, Shenandoah, and Warren counties and the city of Winchester. With the exception of Clarke and Rappahannock counties, which have one representative each, each locality has two board members. Members serve a four-year term and may serve two consecutive terms. The board meets five times per year (September, November, February, April and June); all meetings are open to the public.

The Foundation board plays an important role in raising money to support the college and also raising awareness of the college and its great work in their communities. Board members provide administrative and financial oversight and help set the strategic direction for the organization.

The State Board for Community Colleges is the governing body of the Virginia Community College System. Appointed by the Governor for up to two four-year terms, the board’s 15 members meet six times a year to set policy for all of Virginia’s Community Colleges.
The current State Board chair is Dr. Michael Eric Wooten; vice-chair is Mark Hourigan.
